gas runs thru the carburetor when I shut off the tractor unless I shut off the gas under the tank. As long as I shut off the gas it starts and runs fine. Diagnosis and cure?

Several things can cause this:

Float level too high.

Trash/rust in the needle valve.

Sunk float.

Defective needle and seat.

If it's been a while since the carb has been gone through, take it off and open it up, see what's going on. While it's off take a fuel sample in a clean glass, see what's coming out of the tank. If there is rust in the line, it will get in the needle valve and hold it open. Be sure the tank is clean and the strainer screen is in place.

Most of the time its the float valve and seat assy get dirt under the valve it will leak It is important if you change it or just clean it out blow through it with one finger on the hole in the float seat and make sure its not leaking under the float seat were the gasket is.
If it were me id leave it starts right and runs right just turn off your fuel. You could be opening a Pandora's box.

Not all that uncommon and on any tractor one should shut off the gas at the tank so as not to get gas in the oil. Could be as simple as a bit of rust/dirt in the needle seat and to fix that pull the carb drain plug and let the gas flow a few minutes. Catch it to look for water/dirt/rust. Could also be a float that has gas in it due to a small leak or a sticking float. Both my D-17 and my WD45 if I do not turn the gas off will drip gas and they have been that way for years and is common
