49 farmall M carb flooding

I recently purchased this tractor knowing it has not run for a while. First discovery is gas runs out the bottom of carb. Installed a kit and tested float, float test good. The diagram in the kit calls for 1 15/16 rise and fall. I can get the fall demention but to get the rise at 1 15/16 the float would be at an angle and just doesn't seem right so I didn't attempt to put it there. My carb # is 50983 DC. Possible incorrect float?
 
The fall is not too critical. Usually the float will hit the bottom of the bowl before the needle falls out. For safety, set the fall so the needle can't come out or cock sideways.

The level is what you want to get right. With the carb upside down, just look at where the float is sitting with gravity pressure on the needle/seat. Using the old float will give a clue as to where the level was by the stain line across the float. Just try to get it parallel with the gasket surface. Then apply any measurement info you have. If it looks right, it probably is. If it's out in left field somewhere, disregard it or try to find another way to measure it. Just be careful not to apply force to the needle and seat. Bend the tang with needle nose pliers, don't push down on it!

Also clean fuel is essential! Before connecting the fuel line, open the valve, let some fuel run through the line, give the line a few flicks, shake it up, catch the gas in a clean glass, see what you get. If there is rust or trash coming down, it will get in the needle valve, hold it open and cause it to drip.
 
I misread the rise, it is 1 and 5/16 not 1 and 15/16. So I got it set to that and will try it tomorrow.
