Case 310 one brake won't work

I have made all the adjustments I can. Got both steer handles to the same "feel". Adjusted the "T" nut adjuster on the new brake shoes. Everything looks great inside the gear case. The right brake works, the left one does not. If I hold it hard long enough sometimes it will work a little. Can't figure it out.
Any ideas?
 
What is the condition of the planetary gears in the differential. You may have problems in the diff. such as the rivits holding the brake drumb to the sun gear are sheared off and not causing the planetary on one side to rotate.

That would cause problems driving, yes? No problems driving, it drives well with both tracks. If I hold the left brake handle hard and long enough it may (or not) turn a little, better in reverse. Same problem with the main brake pedal, it'll scoot sideways. They are new shoes and good drums. I've tightened the adjusters inside the diff case and outside. Nothing seems to work, oh well, I'll adjust them some more.
I also have a 310E with the same differential for parts.
 
Check the rivits on the brake drumb. It will drive OK straight with the rivits sheared. The brake drumb slows one side of the diff and speeds up the other. If one side isn't slowed down it will just continue to go straight.
