Need help adjusting a 560 PTO

My PTO was always turning and could not be shut off. I did some work on it and now having trouble with the adjustment. It is the clutch type PTO, and it's the version that needs to be removed from the tractor to adjust. The main problem in there was I found deep grooves worn in the release sleeve by a bad release bearing. That has been replaced, but I'm having trouble getting the clutch pack adjusted. On the bench I snugged the spider up to the clutches, then tried to adjust the spider tension as the manual suggests. But I cannot distinguish a over center "snap" as the manual says. I've loosened the spider way up and still cannot feel this "snap". I've had others look at it and no one feel the snap. Can anyone help as to what I should see at the roller under the pressure plate, or what I should feel.

I am new at this, and the last thing I want to do is try it and burn the clutch pack up right away.

You could start by telling us the make and model. Do you have the service manual ?

As in the heading, a 560. more specificly a 1960 Farmall 560
 
That clutch is a wet disk type clutch. When you had it apart, did you check the steel plates to see if they were flat. They tend to warp from heat and age causing the PTO to turn without a load on it.

Yes, i checked. The discs are flat and within specs. I cleaned them up good then soaked them in oil before re assembly as suggested.
