mf35 3cyl bad starting

have just fit a new cylinder head complete with new valve gear, and recon injectors but still won't start, have checked compression pressure and is 250/275 psi but don't know what it should be, any help appreciated
 
The 250-275 readings are on the low side, but with the engine cold that should be enough to get it started.

Are the injectors free of air? Getting fuel at the top fitting?

Thinking that engine uses a preheater... Is it working?

Could double check the valve lash.

Giving each cylinder a squirt of 30w oil would bring the compression up, especially if it's been sitting, maybe got washed/wiped down during the beheading process. Getting the engine and oil warm will help getting it spinning faster, maybe just enough to get it going.
