3020 john deere power shift problems

I have a 1964 3020 john deere power shift that will not come out of gear. I can put the tractor in park then let go of the inching pedal and the tractor will move forward. The tractor will move in all gear forward and reverse when the tractor moves in reverse the engine lugs down and wants to die unless you give it half throttle. I split the tractor and pulled the first clutch pack out and the clutch plates were all free c1, c2, and pto. So then i thought if could be a sticking shift valve so i took that all apart and the 4 valves move freely up and down and there is no excessive free play in the bore. None of the control linkages have play either. Not sure what could be the problem any suggestions. thanks
 
There's a number of pressure check ports and the factory manual is pretty detailed as to what the pressures and clutch sequences are to be expected in each gear and neutral.



Obviously, you went through that procedure and found nothing amiss with the pressures that would be expected in neutral, before you split it and tire it apart, right?

Oh, yeah, and it sounds like you need to fix the park mechanism, as well, as it is completely mechanical and separate of the shift valve, as it should NOT be moving in park even with a shift valve, hydraulic, or clutch problem.

I own 2 PS 4020's, and, thankfully, the transmissions have continued to work well, so I can offer no further advice than to surf down the page a ways ans post this on the DEERE Board, when the PS GURUS hang out.
