Starter arcs against tractor frame

I just installed a new started on my Allis
Chalmers B. It started up just fine, but I
noticed there are sparks arcing from the
starter to the frame of the tractor, maybe
around the band cover.

What could cause this?

One thing to add, when I got the starter the
band cover was off, and there was a strip of
think paper around where the band would be. I
removed it. Was I supposed to remove this? Or
was it some sort of insulator?
 
Arcing is not that uncommon on those units held in by one set screw. It's all the current going through the starter to ground. Clean it and tighten it up best you can. I'm sure others will have more ideas. The brush cover strip originally had a thick paper strip stapled to it. Later thin tin strips would snap into place. Not a big deal. I just never liked seeing open starters arcing away right under the gas tank. And I suppose in dusty dirty field conditions the strap keeps crap out.

I just remembered to add- on my C, which is 12 volt, the starter jumps a little every time you crank it. Doesn't seem to bother anything. I suppose long term it might.
 
No, it's not "normal".

One of the brush leads MAY be arched up a bit, touching the inside of the dust cover band. Your cleverness in removing the insulating paper would make this possible.

Otherwise, the mounting hole and setscrew MAY be rusty/dirty and not grounding the starter very well.
 
Ah - the term "insulating" paper makes all the difference. I figured it might be related. Luckily I still have the paper intact. I"ll put it back in place tomorrow and see if it makes a difference.
