need help with my ih 684

Hi I been restoring an ih 684 for an long time now. I just got done hooking up the electrical stuff, and realized with the key off the dash lights up and in neutral it will start. So I tried a few things but nothing worked. Can anyone give me any ideas? Thank you
 
Assuming it has the factory plug in switch, the plug should only plug on one way, so unless the harness has been damaged or modified, it just about has to be a bad switch. Strange but possible...

Make sure all the terminals are plugged into their proper sockets, that none are folded over. Look for evidence of corrosion between the terminals, severe enough it can become conductive.

The switch can be tested with an ohm meter. Strange, when in the off position the battery terminal should not be connected to any terminal!

Thanks for your advice but tried putting a new ignition switch on it and now when I turn the key off the low oil light shuts off but the power light stays on and when I push In the clutch it will start with the key still off.those are the only things that light up on the dash without turning the lights on. Thanks for your help
