FARMALL H 1939 on LP no throttle response

I have a 1939 farmall h runs on LP propane. It fires up slowly but runs good. Problem is I get nothing from the throttle lever. Nothing at all. Any advice is good advise before I start looking at the governor. What might be my problem?
 
Have you watched what happens when you move the throttle lever? Sounds like something has come loose, the governor spring has broke or come off, or the throttle plate is stuck closed for whatever reason (ice or corrosion).

The throttle plate is located where the carb would normally be, bolted to the intake. The throttle should be movable by hand.

With the engine off, and the throttle lever in the fast position, the throttle plate should be spring loaded open. This is done by the governor spring and the linkage, all external and easy to follow.

Once the engine starts, the governor will pull the throttle back toward idle, depending on where the lever is set.
 
When I pull on the throttle lever it moves a small lever behind the governor housing but engine does not rev up or do anything. I guess I need to take off the housing cover and check the spring first???
 
First, make sure the throttle plate will move. It may be stuck, especially if it's been sitting for a while. Can you disconnect the linkage between the governor and the throttle plate? The throttle plate should move freely between idle and full open.
