John Deere 70 power steering

Just finish total restoration on JD 70 every once in a while the steering locks up while trying to turn. Any easy fixes?
 
Did your "total restoration" include rebuilding the vane motor in the front pedestal, including centering the "cylinder" so the vane is free to move through it's range of motion without binding before torquing down the pedestal to the base, and also correctly shimming the steering worm gear?

Did you examining the "ramp" on the steering worm and it's associated pin? (The mechanism that operates the steering valve spool?)
 
I did do all those things except pull the pedestal. Changed the fluid at least three times.
This spring will pull it all back apart again have since learned a few more things about just how finicky these can be.

Have considered picking up a complete housing including the worm housing and spend the winter fussing with it.
