Ferguson To-20 hydraulics question

I have a Ferguson TO-20 that came with the 7 acre farm we bought from my wifes parents. I had five acres planted in alfalfa last year and bought a sickle mower and rake so I can do most of the work myself.
The problem I'm having is the tractor will lift and lower the rake just fine. However, when I attached the sickle mower, the tractor doesn't allow me to lower it at just the right height to cut the alfalfa. It's either all the way up or all the way down to the ground. I can't mow like that and the sickle mower is easily less than the weight of the hay rack. I realize it may to do with the hydraulics, but where do I start at ?
 


Unless you add and after market device, your TO-20(and the TE-20 and TEA-20 and TO-30,Ford 2N and 9N that use this system) does not have position control. That is you cannot set the height of the implement and expect the three point control to hold that position. The Ferguson System was meant for ground engaging equipment(plows, discs, etc).
