IH 674 carb or governor adjustment?

A while back the ole tractor decided to run poorly. It would start up fine and idle decent but under any load it would sputter. A little at first but as it ran awhile it would almost choke out. I noticed it the most when I was packing in a brush pile with the loader. So i took the carb off and cleaned it out and put new seals on. Now it starts up and idles decent but I noticed as I rev it up it idles up and down a little before settling in. Would this be a governor issue? It eventually evens itself out but I'm concerned that this would make working with the tractor very difficult if it was constantly revving up and down trying to find the sweet spot. Any thoughts would be appreciated. I also took a video from phone and pointed it at the governor while I revved it up. I don't believe this site will let me post a video but if anyone knows a way to do that let me know and I can post it. Thanks
 
Doesn't sound like a governor problem. it's doing what it knows to do, respond to changes in RPM. But just to be on the safe side, check the condition of the linkage and pins. Be sure there is no excess wear.

"Hunting" is usually caused by too lean mixture. Next time it does it, try slowly easing the choke on, see if it levels out. If it does, the mixture is too lean. Try adjusting the mixtures richer. If that doesn't help might revisit the carb, pay attention to the tiny fuel passage holes or slot beside the throttle plate. This is the idle/off idle circuit. If it's clogged it will have a dead spot off idle.

Also look at the distributor bushings and the centrifugal weights. Could be an ignition issue.
 
Ok. I have revisited the carb and cleaned out every hole I could find. I re-installed it and adjusted the mixture as rich as I know how. I also tried choking it a little when it started acting up and it only made it run worse.The only real adjustment i see on the carb is the idle mixture screw. I can make it idle great. It starts easy and will run forever. The problem occurs when I put the tractor under load. For instance, I drove the tractor up a slight hill at my house. Going down it runs fine. Going up it sputters and runs really rough. I cleaned out the fuel lines and the ports where it comes out of the fuel tank so I know its not getting blocked anywhere. Could it be getting air in somewhere making the mixture too lean? Say maybe a leak in the intake or something like that?
 
Also a little history on the issue might help. I was using the tractor to dig a shallow water way in my flooding garden. It was running great before this, no troubles. When I was in the middle of scooping out some dirt it all of a sudden lost all "power" and became very weak. It would drive back and forth okay, but under any load it would sputter and almost die out.
