Farmal H Governor Control

My Farmall H Governor keeps searching. This occurs at idle and at speed. The carburetor is professionally rebuilt so I don't think the problem is with it. I understand this could be due to a lean mixture or an air leak. Can it be caused by a weak internal Governor spring? Any thoughts?
 
Any time you rebuild a carb like on the H and M etc the gov needs to be reset to the carb or it can cause odd problems The I-T manual IH-8 paragraph 161 explains just hoe to do that
 
Try partial choke, see if it levels off. That will
prove if it's a lean problem. If it levels off,
test for vacuum leaks, adjust mixture screws, check
for low float level.

If choking doesn't make it better look for the
obvious, loose linkage, worn connections, etc.

Yes, the spring in the governor could be the culprit, but most likely the entire governor needs attention.
