hydraulics are not hydraulicing!!

hey! I am working on a ford 860, and the main hydraulics that control the 3 point hitch in the back will lift about a foot (defiantly not all the way) and then stop. and every few mins it will hiccup! Am I looking at a pump rebuild, or just going into the back and replacing seals? Thanks!!
 

You want to post this on the Ford forum below, you will get more response. You probably have multiple things going on. The hiccup means that the main packing in the lift cylinder or a line leading to it is leaking. You can possibly locate the leak by removing the round cover on the left side that the PTO lever mounts on, then watching for a leak while it runs. The lack of height is usually a worn cam follower, but could be as simple as low on oil, but I expect that you have already checked that.
