My tractor does not respond well when reducing the throttle. I"ve tinkered with the carb idle screws and the linkages to the throttle/governor. I"m thinking there"s something needing attention in the governor. Any ideas?
 
1. When running wide open, and decelerate without a load, the tractor does not throttle down like it should. With a load it does. 2. When I feel I have the idle speed problem resolved and the tractor is idling nicely, wait 5 minutes or so and the tractor would stop if I didn't give it gas. 3. The tractor performs well at full throttle and under load, lots of power.

There are about four pages of detailed procedures and pictures in the operators manual to perform that calibration.
1-800-522-7448 for a new manual of somebody went and lost the original .
Unless the shutters are working or it's been updated to a coolant thermostat . It will be impossible to set the idle mixture as the engine will cool down and stall when idling . It won't warm up either unless heavily loaded in hot weather.
3116 autolite plugs and solid core wires will work better than most plugs and resistor wires.
 

Could it be an Intake leak..even a leak IN the intake manifold..?
It is easy to see if the governor is actually CLOSING the butterflies in the carb..and the governors should immediately close, when you throttle down (does it?)..
The rod from the governor to the throttle shaft length is very critical, if too short the governors will get very touchy and the engine will "Gallop"..as the governors get too touchey.
if the rod is any too long, the governors will get pretty "lazy" and not kick in until the RPM's fall.. Very noticeable...

I changed the plugs to autolite 3116 and lengthened the throttle rod. I went over the calibration in the manual. I think you are on the right track. I do need to replace the spark plug wires and wire from dist to coil,(although the wires currently on the tractor are new they are cheap.)

Sounds like you are on the right track.
The engine will never run right until the coolant temp is kept at 195F . Doesn't matter how you tune the mixture and timing.
It wouldn't be the first 60 with a leaking intake manifold. Or have the idle ports pluged. There are three tiny and almost invisible idle jets per side under and infront of the throttle blades. Often one or more of the six are plugged.
