fuel tank venting

!936 international stakebed truck has gas tank under front seat and it appears to be unvented. Does anyone know if these older tanks needed or ,in fact, should now
be vented? This tank was rusty and the truck was running very poorly so I removed it for blasting/cleaning and now I wonder if it shouldn't be vented somehow. Ir would idle o.k. but not drive and for long and would be very erratic.When did fuel tanks start being vented?

Most likely the vent is in the fuel tank cap. If not, then yes, it needs to be vented somehow.
