when I go to start what makes the gas poor out of the weep hole. it acts like there must be a lot of pressure on it. when the tractor is run and warm no problem
 
If it's only dripping when you start it, that's pretty much the way it is. That's the purpose of the weep hole, to drain away excess fuel that didn't get pulled up into the intake. Might try a little less choke.

If it drips sitting with the gas valve on, the float level may be high, the float may be partially sunk, the needle/seat may be worn/damaged, or trash between the needle and seat. A carb overhaul may be in order.

There is no pressure there, only gravity flow of excess fuel.
