1070 case Hydraulic issue

We are working on a 79 1070 case and ran in to a problem we cant figure out. The tractor will not physically move but all of the hydraulics work just fine. We took off the fuel filters and noticed it might of had some metal shavins in the fuel kind of like a pump is going bad but not for sure if that would be an issue tied in to this one. Also we checked the fluid in the drive box and it was milky. Not the best things to see but we dont know the first place to start to make this tractor move again. Can anyone help??
 
I assume this is a power shift tractor, possibly a failed torque limter? Get that milky oil out of it, moisture will loosen the glue on the clutch plates in the ps. Get some new Case Hy Tran in it as soon as the problem is found.
 
Did you mean fuel filters, or tranny filters???
Fuel filters have nothing to do with the tractor movung if the engine is running. Sounds like the torque limiter plate has failed as Doug said.
