8n wont throttle up

My 8n wont throttle up passed half way. full tune up, checked timing, rebuilt carb, new fuel shut off valve, cleaned gas tank, if I take power needle out if will rev up and runs good. unsure of power. I have had carb off 3 times I KNOW it is clean all ports open. it does not have a venturi in it was not there when I tore it apart but it has run ok for last couple of years sense I got it. tought it was a little light on power but this is the first 8n I have owned. any help would be great.

Wthout a venturi you won't get the proper ammount of fuel at WOT because the pressure at the main nozzle is higher than if the main nozzle was at the venturi throat like it's deigned to be. You'll either have a to have open the main jet adjusrment and/or get a bigger main nozzle, or get the correct venturi.
