Continental F163 red seal cylinder numbering

I have a continental F163 red seal engine in an old Miller 44G welder. I've wasted about 2 days trying to get it started, and am now wondering if I have the firing order wrong. The firing order is, I believe 1, 3, 4, 2. BUT, are the cylinders numbered conventionally with number 1 being in front, or closest to the fan?
I'm getting spark, albeit a little weak, but even with ether in the intake manifold I can't get it to cough or fire. Any ideas out there?
 
Yes, the order is 1342, #1 is on the water pump
end.

Is this a distributor or magneto?

If it's a distributor, are you checking spark at
the coil or at spark plug? It could be loosing it
in the cap, rotor or plug wires.

Have you checked the basic ignition timing? Bring
#1 up to TDC on the compression stroke, align the
timing mark, checking the rotor to see that it's
pointing to #1 distributor terminal, turn the
distributor opposite the rotation of the rotor
until the points break. That will get you close
enough to start.

If it's a magneto the procedure is similar,but you
have to compensate for the spring delay when
cranking. Never done one, but others on here have
if you need that info.
 
Steve's right on the distributor. If it's a mag you actually time it the same way. Turn the magneto body opposite the rotation until the impulse coupling snaps. The coupling takes care of the advance when it's running.
