Whenever trying to fix it on your own doesn"t seem to work out, you can always hire a professional fuel tank cleaning services. When I had problems with my fuel tank, I hired Northwest Environmental Services, LLC. They did a great job.

I took a tank off one time. Put a bunch of nails and small nuts and bolts in it. Put cap back on, fastened it to the center of a rear tractor wheel on another tractor, and went for a lengthy drive. When done, removed and dumped the hardware out of it and gave it a good rinsing out with some fuel. Put it back on the tractor, haven't had any rust problems since. Didn't cost anything really, except some time.
