I need a fuel shut off vave for a farmall H

Are you referring to the needle valve in the carburater? If so, you can buy it from your local CaseIH dealer, or order a basic carb kit from this site, which contains the needle valve.
 
This is how I do it. Not a big fan of sediment bowls. All 3/8" brass nipples and ball valve from the hardware store.

Filter is a specific gravity flow from NAPA.

The correct police sure don't like it though.

I will assume that your '39 is of the "start on gas and switch to distillate" style? With the sediment bowl located under the small, gasoline starting tank?

If so, then yes, there would be a shut-off valve of some sort under the main tank, The fuel line from the main tank then fed to the sediment bowl under the small tank, and then a line from the sediment bowl went around the rear of the engine and fed the carburetor. Correct?

The later style put the sediment bowl under the main tank, and a shut-off valve only under the small tank. I do not know if the 2 different locations used the same shut-off valve, or if that valve is even available, but it may allow you to broaden your search?
