John Deere H, new clutch issues

Im the proud new owner of my first Deere restoration project, A 1944 series H. Its not running "yet". I started with the clutch, and that's where im having troubles. original was completely rusted out, Picked up a nice complete assembly at the local auto dismantler. I reconditioned and reassembled the entire unit from the gear cover to the pulley cover. My problem is that with the handle I cant engage the clutch. Works fine if I don't install the clutch driving disk 1/2"x 1-7/8" cap screw and washer. When running ill need to adjust it and the manual tells me it'll take 50 to 70 ft. lbs. to engage the clutch, the first time I assume & ill hear a loud click. Is this normal before adjustment for the clutch to be inoperable after installation and without engine running? or am I missing something?
