Super A Farmall will not speed up

My Super A will not speed up.Cranks on first turn
over of starter. Have checked all linkage seems good. As it runs linkage at carb moves back and forth. As I increase the speed there is no change. What is wrong?

Sounds like you have a broken spring. There is a spring that as you move the throttle it pulls harder on the gov and if that spring is weak or broken you get just what you have. Can you grab the linkage at the carb the goes to the gov and bring the RPMs up that way and does the gov try to slow it back down when you do that??

if you manually open the carb butterfly, with throttle set to min, does it fight you? what about with throttle at max?
