Farmall 140

I have a Farmall 140 that my grandfather left me after he passed. It has been sitting for 4 years now. The wheels will not roll so I can not get it running. I would like to restore it and use it for a garden at my home eventually. Would anyone know of someone who could help me get this piece of my childhood back in working order? I am located between Richmond and Charlottesville VA but the tractor is located on the VA/NC boarder. I can bring the tractor up to central Virginia or if someone in Southern VA can fix I can haul it to you there. Any help is appreciated.
 
The brakes most likely are rusted tight but not all that hard to loosen up. By the I-T manual for it IH-201 and open up the brakes and bet it will roll just fine
 
Check to make sure your transmission is in neutral. Your clutch may be stuck to the flywheel. Hal
 
If you can rotate the engine with the transmission in neutral you can try to get the engine running. Get a fully charged battery. Note how the old battery was installed. If it's a 6 volt battery it's probably positive grounded.
If it's 12 volts it would be negative grounded.

Check the engine oil and coolant level in the radiator. Drain any old gas if it has any and pour in fresh gas. Remove the distributor cap and rub the points with some 320 wet or dry. Open the shutoff valve at the tank and turn the ignition switch on then see if the engine will start. If there's an FFA in your area they may be able to help you get it running.
