12v I guess??? on my 2n

I just bought this tractor and it was pretty rough when I got it. I got it home and took the hood off. I found most of the wiring disconnected and a gas tank rusted to hell. It did have an alternator on it so I assumed it was 12v already. I started looking on this forum to get some advice and knowledge of these tractors. I then ordered all of what I thought I would need to get her back up. After the initial tear down and clean up, I started installing the new parts. Points, condenser, cap, rotor, plugs, wires, cleaned and change everything in oil system, new carb and fuel tank, re-wired everything to a diagram I got from here, new ballast and ignition. I had an issue with points that came in kit so I went to napa and bought GOOD points and condenser. She fired right up. Oh, and installed new battery-almost forgot that. NOW, it won"t start unless my battery charger is hooked up to it-obviously not getting enough from the battery. I didn"t change the coil-assumed it was 12v, I have very little spark at the plugs-almost none-and that baffles me how it can start with almost NO spark-so little I can"t see it. Your thoughts, questions and advise will be appreciated.

id you use the 12250 (factory type) ballast & no other? Use Ohmmeter to measure coil primary resistance (top stud terminal to coiled spring contact on bottom). ~0.5 to~1.5 is 6v and ~2.5 is 12v. what do you have? Might try old condenser as well. Might also try jumper across ign sw as they seem to be a problem area.

will it turn over good without the boost, but just not fire?
 
Measure your battery voltage at the battery with the engine at 1/2 throttle or better. Should see 14 volts on your volt meter. Hal
 
Yes, I used a ballast from YT. All electrical parts are new , except coil and alternator. I'm only getting about 13 from alternator-which is low. I'm trying to locate my brand new ohmmeter(dam kids)to get a reading at the coil.

Sorry, but "a ballast from YT", means nothing.
