IH 674 No fluid in rear housing

I was doing some repairs and looked down in the rear housing where you'd fill the tractor with hyd / trans fluid and found that it was severely low. The parts inside all looked wet like they had oil on them but I could see all the way to the bottom. The dipstick shows way over full. I've had it sitting a while (4 days) while I was cleaning some rust from the fuel tank but I don't see any leaks anywhere. The tractor has a loader on front and i did leave it lowered with a little pressure as an extra parking brake if that makes a difference I don't know but just some more info. What's the deal here?
 

Sounds just like an old Ford pumping from the hyd. compartment to the tranny, as they will do when the pressure tube springs a leak. Check in the on-line parts book to see if there is an internal tube that carries oil through the compartment. It also sounds like you are looking into one compartment and the dipstick is in a different one.
 
Ok thanks. I'll look online and see if three is a hose. And I know the dipstick is in a different compartment that's why it was weird. It's down by my left foot which I assume to be the tranny housing but since the fluid is the same and the only place to fill is in the rear housing shouldn't it flow through? I was thinking if the dipstick is showing over full that the fluid is somehow being stopped from flowing back to the rear housing. There is a filter on the side of the tractor. Could this get clogged and stop the flow?
 

Even though housings are open between, proper levels are usually way below the dividers. Filters are usually by-pass type so plugging doesn't stop the flow.
