generator not charging

My sons and I put a clutch in our 430 case backhoe. The charging was weak before we did this-the light would come on at low rpm. We rebuilt the generator and put a new regulator on and the charging light stays on all the time. We have used a jump wire to charge the field at the voltage regulator and at the generator. With a volt meter at the battery, the voltage is all over the place 16-17-18-0 volts. I thought this old stuff was supposed to be easy to work on-any ideals would be appreciated-denny
 
If a battery is indeed charging and you used say an old fashioned analog damped voltmeter (NOT a fancy schmancy digital jumping all over the place),,,Id expect the voltage just sitting not running to read around 12.6 but if coupled to a good working genny and at fast RPM Id expect it to RISE to at least 13 and close to 14 volt range depending on battery condition and RPM and condition of genny and temperature etc etc

TRY A ANALOG METER INSTEAD OF A DIGITAL some of them dont like arcing sparking old genny outputs
