269 Hayliner Needles wont lockout shearing pins

I have a 269 hayliner that I replaced. the clutch on the flywheel last cutting when it broke. Now when I start the pto it runs fine until I engage the knotters. then instantly shears pin. Looking at the needles they are not fully resetting and when I reset them manually it's fine again until the knotters are tripped. So I removed all hay and turned it over by hand and everything works fine. did this several times with no problems until I engage the PTO on the tractor and then the needles don't fully retract back and boom sheared pin. What is this and how to fix. Please. it did always shear a few pins before but not because of the needles not locking out. Help.
 
the needles must be all the way back in home position ,, if not the plunger blok will automatically engage the plunger shearing the pin ,needles not staying in home position could be caused by a loose or lubricated knotter brake ,, are you certain the baler isin correct time ?, I havre broke needles after hand cranking and tying slowly ,,thinkin all was ok , hooked up pto and BLAM ,, HEARTBREAK /// .. ALSO ,just a thought , IF YOU ARE EXPERIENCING SHEAR PIN BREAKAGE after a halfhour of baling each time ,, chances are the flywheel bushing is worn and the flywheel is ridin on the shearpin ,,
 

If you can see that they are not fully reseating to the home position it is quite likely that the drive rod from the knotter to the needle yoke is out of adjustment and probably needs to be lengthened.
