no power under load

I put a new exhaust manifold and carb on my tractor, cleaned the air breather set everything and running a finish mower it is hard to keep running. Cleaned sediment bowl and gets good fuel out the line. Put a new inline filter and screen in see not dirt. Runs great at idle no power under load. Where do I look? for help. It is a 1942 2N.
 
What about the governor? Have you done any adjusting on the carb since you changed the manifold? How did it run before? Mechanic work some times is a process of elimination. We really do not enough info to give you a good answer.
 
If the in line filter you installed is for automotive use it will not flow enough gas without a fuel pump to push the gas.
 

My experience in over fifty years with this stuff is that it is most likely something that I just worked on as opposed to something that I have not yet molested. It sounds very much like lack of fuel. You need not just a tablespoon but a full cup in about a minute in order to be sure that your supply is clear.
 
If that carburetor has a main jet adjustment screw as my Toro mower and Wards tractor has, you need to open it to enrich the fuel mixture. Hal
