radiator problem

I just finished painting my TO-20 ferguson-1951. I rewired ,changed fluids,plugs,etc. It ran great before I did the paint job. Now water runs out of the overflow whether the water is warm or cold. also I have oil coming from plugs. plugs are tight. I adjusted the carb as manual said for the water overflow,no results. I also cleaned carb. Engine seems to run fine. Anybody ever run into this. If any has a idea it would be appreciated.
 
The TO-20 coolant level does not like to be completely full. It will usually blow out coolant until it settles to a level of about 1 inch above the radiator fins when you look down in. Trouble is, it is hard to see in there with
the hood on. That is how it is on my TO-20.

Not sure about the spark plugs, did
you clean around them before replacement and did you torque them to any specification?
