Ford 2000 Governor

My 1966 Ford 2000 3cyl engine hunts some of the time, sometimes when a load is applied to the engine it will hunt from 2000rpm down to almost stalling. I have to either change the load on the engine or change the throttle quickly to get it to stop. Are there rebuild kits for these governors? I can't to seem to find any parts or rebuild kits on line. What causes the governor to do this? I haven't messed with any of the springs or linkages, have owned the tractor for 15 yrs, this started about a year ago. Has low hrs ~3000hrs and is in good shape overall.
 
A GOOD percentage of "governor" issues turn out to be carburetor problems. In a BASIC form, a tractor carburetor has an idle circuit and a load circuit, and, often, a "transfer circuit" or transfer passage that flows fuel as the idle circuit shuts down and the load circuit begins to flow fuel and vice-versa. A problem with ANY of that will cause the governor to hunt or surge as fuel delivery doesn't match engine load. And, of course the problem MAY be a worn or sticky governor.
