1950 Farmall H seat pivot removal

I got new pivot bushings for my H, I can get one bolt loose but not the other. I've tried tightening the other side as much as possible but it still just spins. I have been using an impact wrench (3/4), still wont break loose. Any suggestions?
 

I got it, I took the shock off and the bolt I could remove and could twist the seat enough to slide it off of the shaft sideways, then put a visegrip on the shaft and used the impact on the stuck bolt. It went slow the whole way, but came off finally. The pivot shaft is very rusted and eroded, I can reuse it if need be, but I think I'll make a new one at work.

More often than not, that old pivot pin needs a hack saw taken to it. A pair of tapered shock absorber bushings, a length of 1/2" threaded rod, a couple of nuts and lockwashers, and you're back in business.
