It"s running on lube oil that has ran past the rings into the combustion chamber.
Surprised you got it started without hydraulicly locking and bending the connecting rod.
Set the engine up right and wait a day.
Have something to block the air intake that can not be sucked into the engine. Start engine and throttle the air until she burns the oil off.

It's burning the engine oil that got into the cyls. The fuel system can't control that. If you can run it and control it just do so but DO NOT REV the engine or it could blow up. Diesel can't take much RPM with out bending the Exh valves.

Why would the rack stick when they flipped the engine over ?

Wondering if just are not familiar with diesel theory and are a bit scared of the noise and smoke?

Its possible for a diesel to run by burning of the combustible fluid product "motor oil" that got up into the combustion chamber if theres no hydraulic lock up.......

Ive had diesel engines where the rings were badly worn and they ran away because it sucked the crancase oil (a combustible fluid) up into the combustion chamber wowwwwwwwwwww what a short very smoky ride lol

Hope this helps

Best running on lube oil I heard was at Harper Detroit Diesel in Toronto about 40 years ago.
The apprentice mechanic cleaned out the dual oil bath air cleaners. He finished service , started up the truck and gave the throttle a snort before backing out of the shop.. The engine ran away so the mechanic engaged the clutch and hit the brakes while turning the steering wheel to full lock. Fortunately the yard was clear and nothing was run over.
Next time the apprentice filled the oil cups to the full line instead of to the very top.

rack could stick for many reasons, flip or not.

could be bent throttle to IP linkage.. tons of stuff.

I'd hope they know the difference between an idling engine and a runaway?
