1953 John Deere 60

Hello,
I have a 1953 John Deere 60 that I restored about 3 years ago and have been pulling. The tractor runs great but just recently started surging when the throttle is in any position other than idle or full. I have tried readjusting but it still continues to surge. Any ideas would be greatly appreciated before I tear into it.

A lot of times that is caused by a fuel problem as in you have something clogged up some place in the fuel system
 
The fuel lines are all clear, I keep coming back to the governor since it don't surge at top end and low end. It sounds like the governor is hunting for half throttle.
 
AS old has said,and as a long time 60 owner my 2 cents worth would be you have some carb problems. Probably some stopped up passageways, so a complete carb cleaning is needed. Joe
 
Had a 50 doing that and cleaned carb, put back on still doing it, sent carb off and had passages cleaned with a drill bit and it solved the hunting problem. Even though you think the carb is good, it can still be the problem. Gregg
