Ford 309 planter problems

I had a problem while planting corn with my 309 planter. For some odd reason the seed corn just kept falling out of the bottom of the seed boxes. I was using the correct plate for the size seed and the boxes where tight so i don"t know what the problem was. Any help would be appreciated!
 
Been plateless since 1976, but don"t some plate planters have a bottom ring, below the seed plate? Missing?
 
Sounds like you are missing some parts. I've got a two-row 309 and I know if corn was dropping through, I'd be able to easily see the problem. Maybe one of the plastic dogs and springs fell out?
 
The ring under the plate is there. I don't know what it could be, looks like everything is where it ought to be, but it drops seed out both boxes, and a week later looks like you just went over the field with a broadcast seeder!
 
Is the plastic dog and spring still there and working? They break over time. I put new ones in mine around 5 years ago.
 
Check parts # 14, 15, and 16.
