Electorlysis cleaning

i have a 300 gallon fish tank that has no been used for anything besides storage for atleast 6 years. Its all plastic and holds water but would this be safe if my dumb class mates would decide to stick their hands in it with the electric flow running throw it?
 
as a general safety precaution I'd never advise another to stick their hands into a vat of conductive electrolyte with an active electric device plugged in.

while I have done it.. you can usually only feel a tingle from the 12v.. but.. what it.. what if lightning hit your power grid at that moment and that voltage jumped from 12v to 1200v ??

I have been doing some electrolysis recently and did some preliminary research. In all the articles I read it was advised not to place your hands in the liquid while the power was on.
 
The one I use is about 250 gal and I use a battery charger set on 2 amps. It cleans good and you won"t see any difference at high amps from a charger. As far as safe I have never felt anything while my hands were in it while it was plugged in and running... So if they accidently put thier hands in it for a sec or two it should be fine...You don"t have it hooked to 110 volts do you?
