Cleaning and smoothing shaft

with the help of flame wrench and wax I got the packing nuts and the packings out of this old dyno I'm working on. I have new packing on order and am cleaning in preparation for repacking. On the second side of the shaft I found rust. Now, notice I said smoothing not polishing. I know that bumps and pits will wear the packing but it's not getting torn down to go to a machine shop now. I'm thinking that I should finish up with crocus cloth but my question is what to start out with. I have emery cloth but I'm afraid that it may be too coarse.
 
me? i'd wire wheel with a brass wheel , then hit with steel wool, then say.. 2000-4000 paper, or even buff with rubbing compound afterwards..
