WD 45 wheel

I have a WD-45 with a wheel that is loose on the adjustment rails. Are the bolts that go through there supposed to be cammed?

All four bolts are eccentric. Look for wear spots on the rail, if they are worn down, the bolts may not tighten enough. Can use a new position or weld up the rail. Inside the cast portion, with the bolt, there is a small piece that contacts the bolt. That may also be worn. When tightening, start at the bottom and work to the top.
