I an working on the tractor with myy ason and we have agreed to put it back together and indeed see if it will run before painting> also to see if there are any major leaks been four or five years since it has ran, motor was ftooze and needed a new manifold. That said with having turned the crank while magneto govenor off will there be an issue with timing or can the sub assembly be put on an then be good to go or are ther other thing that nned to be done first.
 
You didn't say what tractor -- and it is best to go to the particular forum that your brand is from. To answer your question, if you turned the crank with the mag off, you need to put #1 on TDC before you reinstall it, and follow the instructions in your owners manual. For IH, set #1 (nearest the radiator) to TDC, making sure the timing marks are aligned, turn the mag clockwise when viewed from the rear until the rotor points to #1 on the distributer cap, install the mag without moving the rotor, then rotate the mag all the way toward the block, then pull the top out until it trips -- other brands are similar. The governor is not affected on the old IH tractors, I cannot speak for any other brand.
