My 4240 lift arms are bleeding off too fast and i adjusted the valves and linkages and it helped some but didn't fix the problem. I noticed a slight up down pulsation in the arms while the tractor was running but not too substantial. I don't see any fluid running down the valve on the inside of the tractor so I am inclined to believe that it is the rockshaft piston but I'm not sure any pointers on where to start?
 
You probably have a case of a worn or scored cylinder or worn or dammaged seals o the lift piston. It's causing a leak and the position control is probably compensating for it by opening and closing the lift valve. If you can see the lift cylinder with the pump running through an access plate, you'll see fluid running out of it.
