Mph classes Big Tee, Msd and others

Ill start with this. My brother and I have an Oliver 88 gas we
pull in what around here is called a light enhanced class.
Limited on weight, cubic inches, no turbo, no cut tires,
drawbar height and length, length of tractor, also a 3000 rpm
limit. No alcohol, or water. Im not giving all the rules just
some. No speed limit. Ive been watching a bunch of pulling
videos on the net and it seems like many pulls have a speed
limit ! Why ? If the tractors pulling meet the rules , could be ,
and should be why the need for a speed limit ? I could see
where it would make sense pulling basically stock against a
tractor that is modified. Please help me understand.
 
Insurance rates climb as you go above 12mph and 3000rpm. MPH in theory requires more driver skill and setup knowledge as you don't have momentum in your favor. MPH with a speed cone puts HP (actually torque) back into play allowing puller to run a bigger gear and spin harder as traction is reduced. MPH without a cone (horn = DQ) brings the top and bottom of the pack closer together, in my opinion.
 
My wife pulls basically a stock G JD. On a good day and track she can get close to 4 mph. She pulls mainly in 2 TC div which is 3 mph and does reasonably well for her experience and the tractor she has. On the other hand my G will run easily in the 12 mph classes but depending on the track, I won't hit 12. Mine obviously is a bigger G. If you put everyone into an unlimited speed, you would loose a pretty good share of the pullers. There are way more pullers in the 2TC and Div. 3 classes than the 12 mph classes. It takes money to run fast and not everyone wants to spend thousands to have a fun weekend even if it is only going 3 mph.
 
Do how do you verify compliance? Do you drop the oil pans to measure bore and stroke? How do you check rpm going down the track. Do you check to verify if tractors are running original farm rear end or a higher speed industrial ring and pinion. Speed limits make things simple. Don't matter if a tractor is illegal speed limits render additional modifications needless. Giving less modified tractors a fair chance
