Hitch length questions??

Most rules say hitch must be 18" at a minimum. My question is where is the 18 inches measured from?? Most local rules say I need a 3" X 3 5/8" hole for a bid hook on the sled. Is that 18" measured from the middle of the hole, front of the hole, or the back of the hole?? Just looking for some advice. Thanks!!

Our club is 28" for farm stock classes and is 18" for the modified classes.

We have the same rule wording and that is how I have my tractors set up.

Our local rules are "18inches minimum from center of rear axle to hook point". "Hook point " is point where hook from sled contacts pull ring. (Inside rearmost point of hook hole.) Others may have a different interpretation but that is ours.

Most are 18 in. straight back from center of rear axle, or horizontal with the ground. Not diaganal from the center of axle down to hook point.
