9 bolt wheel help

Depends on how they were assembled. The last set I did was both welded and riveted. I drilled out the rivets and ground out the welds. Fortunately they were only welded in three places on each wheel. The welds must have been added as a "Chicken Fastener" just to be sure it would not come apart. Took some time, but they came apart eventually.
 
An after thought. If they are spot welded, you are going to have to drill out the spot welds. Where ever you can see the spot weld, drill a small pilot hole and they drill out the weld with a larger bit.
 
If spot welded,you can cut out center and leave the lip attached to rim,turn center around,reweld,works perfect,have done some like that,never even removed tires.LOL works to move a dual type spaced center to almost the middle.
 
once you get the center cut loose from wheel and re-positioned where you want it located in the wheel mount it back on the tractor. Clamp a piece of steel to something on tractor to extend over to outside edge of wheel. Rotate the wheel to see how true it is running true it up then tac weld each spot on wheel. Rotate again to make sure it is still true. Then weld it all back up.
