More power for Oliver 88

I have a 1951 Oliver 88. Run it in stock classes 5500-8500. Motor was refurbished as of 3 years ago. 63 horsepower on dyno. Was at a pull this weekend and someone told me to get more, power run a 1650 cam and 1650 intake and 1650 exhaust manifolds. They said this would give me more torque. Any advice would be greatly appreciated as to keep it in the stock classes.
 
yes there is a few more horses in doing that but a 1650 only gets 66 hp stock . I can't see spending that much for 4hp . I'd go with new high compression pistons and bring it up to 11.5 to 12 to 1 and open the valves up till they almost touch . bringing it up 3 to 4 points on compression should net about 15 or better. that should keep it alive on tight tracks in the 8500 pound class. just my opinion .
