Front mount fuel tank

I'm wanting to put a fuel tank on my weight bracket because my original tank is full of rust and don't want to mess with it. My question is do I need a fuel pump to get the gas back to the carb (I think I do) and if so do I need to put a regulator in the line and if so how much pressure should I run.
 
yes; you do have to have a pump. Gravity will not flow "uphill". I usually use a pump with 3-5psi. If you have one stronger than that; a regulator is a good idea since many of the old tractor carburetor needle valves will not do a very good job at shutting the higher pressure pumps off. May require a bit of "trial and error" for your application.
