13.6 and 15.5 X 38" are almost identical in height.

I would go with 15.5X38 if you think you can turn them and the extra weight wont hurt you.

With forty HP maybe you should be in 3rd gear. Just use your momentum rather than traction.

I went to 13 6 38 on 14in wheels after having same problem seems to work good for me

See if you can find a pair of 13.6 x36 or old low profile 13.9x36 and try them they have worked good for me in the past!

13.6x38 would be my choice. Perfect size for 40 horse tractor.
