For the people who are interested in my project......I lighten the base up some on the mill....I got the total bracket weight from 5.50 lbs down to 4.88lbs probly weigh 4.90 lbs when its welded to base....

here are the 2 finished pics of the bracket bolted in tractor...Looks nice and clean ...now I need to get rid of the extra piping and clutter that's around in there.....

the base plate does not look like its sitting flat against cast because I tig welded washers on it the other day....that way with the center milled out it would let the water run out and not hold it in there....
