What does everyone think? Does a governor make horse power or just the rpm that makes horse power? I have my opinion. Wanted to hear what others think.
 
RPM makes more HP.

Governor makes more RPM.

If you have a lazy governor, just turn the RPM up. If you're not allowed to turn the RPM up, you can have the same effect with a good governor.
 
A good governor allows you to access all the power your engine is capable of creating at whatever rpm you happen to be running. A lazy governor does not- hurting performance.

I think the guys nailed it. A really really good governor will say let your engine turn say 2000, if you push it open easy. But if you slam it will let the engine turn say 2300! Who would do that!
