There are probably a lot of good people out there to talk to but if I were you I would get hold of Scheid Diesel. Modding those diesels is right up his alley and your results are going to vary according to your financial means only. He has a very nice website with pictures and contact info.

I would use the 24valve engine and convert it to p-pump(front cover from 12 valve and pump), big turbo, injectors and lots of fuel it will handle it, stay away of the 53 block!

Edge Comp box, 4" exhaust no muffler, and a pusher pump to protect the inj pump from going dry which was a problem on the 24 valves. These are good starting points. If I was you I would go to www.turbodieselregister.com and become a member. Its the most comprehensive Cummins website with a huge message board/forum on all aspects from engine to drivetrain, performance and stock on all Dodge Cummins pickups.

Go to CompetitionDiesel.com...

With the comments in the orginal post... spend some time reading... there are some builds listed on CompD.. that will give you a good starting point...
Just be carefull what you read....
